The applicant requests review and recommendation of a Development Code amendment to Chapter 12- Development Standards. The amendment seeks to make the standards for Bed and Breakfasts consistent with the proposed changes to the residential table of uses.
Specifically, the R-1-22 zone was included as a possible zone for Bed and Breakfasts to be approved as a conditional use. Before the proposed change, the Code allowed for them only in the A-5, A-1, and RA-1 zones. Typically, R-1-22 lots are larger than RA-1 due to the minimum lot size requirements. Staff feels that this amendment should have minimal impact and would make the Code more consistent overall.

In reading through the code requirements for a Bed and Breakfast and consulting the zoning map of the city, I believe that a bed and breakfast would not fit into an R-1-22 zone, so it makes no sense to make it an conditional use. The building must be historical or look historical. As I reviewed the zoning map it appears that the homes that would qualify are not in the R-1-22 zone and the homes that are in those zones don't meet those requirements. I don't think it is a necessary change.
