Consultation has concluded
The applicant requests review and approval of the Wagner Drive Thru Site Plan and Conditional Use located at 600 West State Street. The site plan shows the layout of the two drive thru buildings, parking, and future landscaping. The development of this parcel is being done in conjunction with the City to complete improvements along State Street. The conditional use is required for the drive through portion of these facilities. As a conditional use, the Planning Commission may place reasonable conditions on the use to mitigate against any potential nuisance to neighboring uses, but the site plan is consistent with the previously approved concept and therefore must be approved.
The proposed concept plan shows two buildings with drive thru facilities that are 954 and 1204 square feet. Both buildings show patios for outdoor dining. Parking will be provided for employees and people getting takeout with twelve stalls, but this project will primarily function as grab and go drive thrus. Additional bicycle parking is included to meet Development Code requirements. This development is located within the Urban Village district and the provided elevations meet the requirements for that design district, including the materials and their percentage breakdowns.
Separate drive thru facilities will surround both buildings and will allow for stacking within the parking lot areas. In addition, the buildings will have the drive aisle between the buildings and State Street.The applicant was granted an exception to the Urban Village Design Standards to allow the drive aisles.
Landscaping will be provided throughout the site with shrubs, lawn, and trees. An exception to encroach on the buffer zone with the property to the north was included as part of the Concept approval.
