JDH Development requests the Planning Commission to review and the City Council to approve a grading permit for 36 acres located at approximately 600 East 2300 North. The application includes the quantity and haul route for the grading. You can view the plan under documents.

About six weeks ago, I moved from Quail Dr over to one of the south lots on 2450 N. My neighbors in upper areas of Vivian Estates and I have a vested interest in what happens to the phase 4 land below our houses and lots. I would like these questions addressed by the planning commission:
1. What is the plan for improving 600 E, both in grade and width, to accommodate more traffic especially during winter conditions. The grade makes the road impassable with any snow on the surface. It’s nicknamed killer hill because the grade combined with the blind corner makes it fairly dangerous.
2. Will the turn at the bottom of the hill as 600 E goes south be straightened or improved to remove the blind corner? How will an entrance to phase 4 at the bottom of the hill on 600 E be made safe?
3. How will flooding be mitigated from:
a. Runoff from the huge slope in the bowl above Phase 4. Is this something the city will be responsible for or the owners below the slope?
b. Water from the creek in very wet years? It is a known flood overflow area.
4. What plan is in place to grant access to the walking trail from the upper areas of Vivian Estates? We would love a walking path easement coming from the 2450/2530 loop onto 600 E rather than it being completely sealed off.
5. What plan is in place to connect 600 E or the walking trail to the Family Park?
