Consultation has concluded

The applicant is requesting conditional use approval of the Spring Creek Substation Cell Tower located at approximately 1555 South 300 East in a Public Facility zone. The Commission should consider the location, the monopole requirements, and the DRC comments.

Location

Chapter 12 of the Development Code specifies where wireless telecommunication facilities should go in the City. It prioritizes the location of uses and types of facilities. Monopoles on City-owned properties are in the middle of the priority area hierarchy, below stealth facilities. The tower and associated equipment are located just north of the substation, but within the same property.

Monopole Requirements

The proposal is for a 100-foot monopole located within a 40-foot by 40-foot fenced in area. The Development Code states that the maximum height shall be 60 feet, but that the Planning Commission can approve up to 120 feet in height with justification to show that it will obtain better coverage or enable co-location.

Within the chain link fenced area, there will be additional equipment to service the tower. The applicant included simulation photos as part of the submittal. They feel that the new monopole blends in well with the surrounding background of other power utility poles. While in design process, they felt that a monopine or clock tower would have looked out of place at this location.
