Planning Commission approved this concept. 

The applicant requests approval of the Shiny Shell Car Wash & Grease Monkey concept plan located at 1053 South 1100 West in a Commercial Zone. The commercial zone allows for car washes as a permitted use, but the auto repair component will require a conditional use at the time of site plan approval.

The applicant shows the 5,360 square foot Shiny Shell Car Wash building oriented towards Pioneer Crossing and the 2,945 square foot Grease Monkey Oil Change located more centrally on the property. This configuration was necessary due to the Powerline easement that runs through the property. Parking and service lines are allowed in the easement, but the structures must be located outside of it. The layout allows the Shiny Shell Car Wash building to provide a visual buffer of the line for Grease Monkey and some of the parking. However, the vacuum stalls will be visible still from 1100 West and 975 South. The access to the site is located towards the north end of the parcel, off 975 South.

In addition to the two buildings, the applicant proposes to include a fenced playground area as an amenity to the site. This playground area is enclosed by the queuing line for the car wash.

The proposed building elevations include CMU, ACM panels, metal roofing, and minor wood and steel framing. The DRC noted that at the time of Site Plan submittal, the elevations will need to meet the architectural requirements for the State Highway District.

The applicant shows nine parking stalls, eight standard and one ADA stall. The Parking Table of Uses does not have a car wash specific use. There is the automobile service and repair use that requires four stalls per service bay. With three drive-thru bay areas, the site plan does not currently meet this requirement. However, 21 vacuum stalls are also shown in the concept plan.
