PUD and PRD Development Code Amendment

The applicant requests review and recommendation of proposed amendments to Chapters 16 and 17 of the Development Code. The proposed amendments address open space in PUDs and PRDs.
Language was added to both Chapters 16 and 17 to change space under existing power transmission lines to only count as half credit towards the required open space acreage. This language already exists in Chapter 6 for Planned Community Zones.
Both chapters also have added language that wetlands can be used at full credit towards the open space acreage. It also requires that at least ten percent of the wetland area be usable open space. Usable open space includes boardwalks, trails, playgrounds, and parks. It does allow the Planning Commission to approve less than ten percent usable open space in wetlands if warranted in individual circumstances.
Chapter 17 was updated to require 20 percent open space in Planned Unit Developments (PUDs). The Planning Commission recommended this change. Previously just ten percent open space was required for PUDs. This change will make both PUDs and PRDs have a 20 percent open space requirement. The difference between the two is PRDs provide public open space dedicated to the City. PUDs provide private open space.
