The applicant requests review and approval of the Lewis Farms Holbrook Stake Center concept plan located at 3951 West Waterbury Drive. This concept plan is for a church building and parking lot. The use is permitted in the Commercial Zone. Understanding this, the plan must be approved if it meets the requirements of the Development Code.
The proposed concept falls within the State Highway Design District. The plan shows the building fronting Waterbury Drive. Typically, the code would require a front entrance facing the street; however, the applicant is requesting an exception to this requirement as they have two entrances close to the front to the front of the building with pedestrian connections to Waterbury Drive.
The parking for the building will be located on the south, east, and west of the building. The concept proposes 268 parking stalls, which meets the parking requirements for this use. The parking lot shows landscape islands and a proposed crosswalk through the parking lot connecting to the 2100 North trail. Another proposed connection connects the church site to the Military Academy allowing students to access the church building for release-time seminary classes. The applicant requests an exception to not require a cross access driveway to the western property. The DRC commented that they recommend a shared access with the eastern property to avoid having an additional access on Waterbury Drive.

The proposed building materials include lap siding, board and batten siding, and stone. The proposed building materials match the surrounding neighborhood.
