The applicant requests approval of the Lehi Gordon Daycare Concept located at 860 North 2300 West. The current zoning of A-1 would not allow for a child daycare, but a concurrently filed General Plan amendment to Neighborhood Commercial would allow this use. As a concept plan, the Planning Commission can approve, deny, or table the proposed project. The Commission can also offer suggestions and recommendations to the applicant to improve the site. The concept ultimately depends on the General Plan amendment being approved to allow the project to move forward.
The concept plan shows the proposed layout with the daycare building set back from 2300 West. The parking area would serve as a buffer for the building from 2300 West. Typically, the General Nonresidential Design District requires the orientation of the building towards the street without parking located between the building and the street. The high-speed nature of 2300 West and a future trail along 2300 West provides potential justification for an exception for the building’s orientation. The Planning Commission should indicate if they are in favor of granting this exception.
The applicant shows at six-foot wall surrounding the property and a four-foot fence surrounding the playground area in the back to provide privacy. Additionally, the concept plan shows another play area so that one is for younger toddlers and the other is for larger children.
After DRC and per their request, the applicant included examples from their other daycare facility to show a general idea of the elevation design. Pending the outcome of the General Plan amendment, the fully designed plans would be reviewed at the time of the site plan application to ensure they meet the requirements.
