This item received a positive recommendation and will go to City Council on May 9, 2023. 

The applicant is seeking review and recommendation of a proposed zone change from Mixed Use to Heavy Commercial on 1.10 acres of property located at approximately 830 & 850 W State St. The property sought to be rezoned is owned by Connie Parkes & Jackie Allen. Its current land use is Mixed Use and there are two homes, one on each parcel. The two property owners have granted permission for Curb Cart Concrete to apply for the zoning change. The General Plan designation of Heavy Commercial is consistent with the zone change request.

The applicant’s narrative states that the parcel will be used as a second location for Curb Cart Concrete, and that one of the existing homes will likely be used for a small office. A small “batch plant” will be on-site. The batch plant has a 9’ hopper and an approximate 20’ powder tank. The business supplies smaller towable trailers of quality concrete.

The DRC had one informational redline comment about a possible conditional use being required for the outdoor storage of materials after the zone is changed.
