The applicant requests review and recommendation of the Harmony Townhomes Plat D concept plan. The concept plan is for 30 townhome units. This development would be an additional phase of the Harmony Townhomes development located within the Cold Spring Ranch Area Plan. The proposed density is allowed within the Cold Spring Ranch Area Plan.

The proposed layout for the development shows 30 townhomes fronting onto open space or roads. The site shows a connection from the Harmony Townhomes development to the south that intersects a cul-de-sac and a stub road to the west. The applicant is requesting an exception to the connectivity standards to not provide a connection to the east and the north due to grade. The exception to grade is allowed in the Connectivity Standards (Chapter 37) for grades that exceed ten percent. Initially, the plans did not show a connection to the west; however, after further discussions in the Development Review Committee (DRC) meeting, the applicant has updated the plans to show the connection to the west as seen in the packet.

The proposed townhomes are a mixture of rear-load and front-load styles. The applicant has indicated that the architecture for these units will match what has been done in the other phases of the Harmony Townhomes development. The formal review of the architecture will take place at the time of preliminary subdivision application. Three guest parking stalls are proposed to be provided. In addition, the roads are proposed to be wide enough to allow for parking on one side of the road to provide additional guest parking. The required parking will be reviewed at the time of preliminary subdivision.
