The Planning Commission provided a positive recommendation to the City Council on this item.

The applicant requests review and recommendation of a proposed amendment to Chapter 10 Development Applications and Procedures. The proposed Development Code amendment would serve to expedite needed Public Facility projects by allowing the City to combine applications for General Plan amendments and zone changes on properties it owns. This process of combining a General Plan amendment and zone change would only be allowed when the designation for both applications was proposed to be Public Facility.
