This item received a positive recommendation from the Planning Commission and will go to City Council for approval on April 26th.

The applicant is requesting review and recommendation of an area plan amendment to the Cold Spring Ranch Area Plan. The proposed area plan amendment is requesting seven changes to the current area plan to address densities, adding property to the plan, fencing, setbacks, and fiscal analysis. The proposed amendments to the area plan include the following seven items:

  1. Adding an additional 2.57-acres to the area plan as pod VHD-3. This area is currently designated as Very High Density Residential on the General Plan. The applicant would like to include this property to incorporate it within the Harmony Townhomes development that is within the Cold Spring Ranch Area Plan. The proposed amendment will add a maximum of 31 units to the VHD-3 pod.
  2. Including an addition 41 units of density for changes related to the construction of the pedestrian bridge and planning related changes that have been made with previous phases. These changes include, but are not limited to, sidewalks on both sides of private streets and changing of unit types for more variety within the development. These 41 units will be included in the MD4 pod. With the additional units, the MD4 pod is proposed to have 90 units total, which falls within the allowed density range of 49 to 131 units.
  3. Amending the density ranges for the medium density pods.
  4. Updating the fiscal sections of the area plan to reflect the changes in density and impact fee generation.
  5. Modifying the minimum side yard setback to allow for a “zero lot line”. This will allow for more variety of spacing between the homes and different elevations.
  6. Updating the private road cross sections and major arterial cross section to reflect the sidewalks on both sides of the private road and the as-built 3600 West cross section.
  7. Allowing white vinyl fencing.

The proposed amendments will bring the total equivalent residential units (ERUs) allowed in the Cold Spring Ranch Area Plan from 1300 units to 1372 units. The packet shows the original density tabulations and the proposed density tabulations for the proposed amendment.
