This item received a positive recommendation from the Planning Commission and will go to City Council for final approval.
Utah State Code requires cities to have moderate income housing plans that are updated regularly. City Staff formed an internal committee to discuss different solutions for housing affordability. Staff also worked with a few people in the development community and plan to continue to work with them to try to find a way to include market driven attainable housing that does not include government subsidies.
Amending the General Plan is a legislative item. However, with these being minor updates to continue to comply with the State, the Planning Commission may recommend additional changes as long as they are in harmony with the State requirements. Public Comment should focus on changes that could be made primarily to the strategies and timelines.

As shown in recent developments, the idea of high density does not correlate to "affordable" housing. Builders of either single-family, duplex, townhouses, or appartments will sell at market rates. Even ADU's that was adopted to increase "affordable" housing was not realized as basement apartments rent for $2k a month if they are available. Chasing high density solution only creates larger issues in infrastructure, transportation, and schooling. The city should focus on transportation, economic opportunity, and not attempt to manipulate the free market.
