2100 North Self Storage Concept

The applicant requests review and approval of the 2100 North Self Storage concept plan. The concept plan is for multiple self-storage buildings. The “storage units (non-climate controlled)” use is a conditional use in the Light Industrial zone. The property is currently zoned Commercial, but the General Plan would allow a zone change to LI. A zone change and site plan with conditional use would be required with the site plan application. Because this concept plan requires a rezone to Light industrial, the Planning Commission can approve, deny, or table the proposed application. If the Commission denies the concept, they must provide justification for why the proposed concept does not meet the Code. An approval of the concept plan will be contingent on the future zone change approval. The concept plan also gives the Commission the opportunity to provide recommendations to the applicant to improve the site.
The proposed layout for the development shows three self-storage buildings. Since the time of initial submittal, adjustments have been made due to DRC feedback. Those changes are reflected in the updated drawings and were reviewed by the individual DRC members who had redline comments.
The buildings will range in size from 8,074 square feet to 78,157 square feet. Access to the buildings is provided off Pointe Meadows Drive. Buildings A and B are shown to be one-story and building C will be three stories. Building B also includes an office component for the manager. Building A fronts on both Pointe Meadows Drive and 2100 North. Building C will front onto an internal driveway access lane that circles the building. A 25-foot landscape buffer is provided between the front property line and all buildings. Additionally, the ten-foot master planned trail is shown along 2100 North.
Parking will be provided throughout the site to service the individual buildings. Fifteen parking stalls, including ADA van parking, are shown on the conceptual site plan. Additionally, bicycle parking is included to meet Code requirements.
The applicant provided example elevations of potential architecture for the buildings. Materials include metal panels, CMU, and glass. This property is located in the State Highway Design District and will be required to meet the elevation requirements at the time of site plan. Currently, proposed exteriors of the buildings are predominately metal. The Planning Commission will need to determine if this is “equivalent or better material” than brick, stone, split face block, etc. Also, the center building doesn’t have the wall variations required for the State Highway Design District which will need to be addressed at site plan.
