The applicant is seeking review and recommendation of a proposed zone change from R-1-22 to Commercial on 0.09 acres of property located at approximately 1000 South 1300 West. This property is shown as VLDRA with some minor overlap of Commercial on the General Plan, but the Zoning Administrator believes that the broad-brush view of the General Plan should apply, and this property should have been shown as commercial. Staff feels comfortable to consider this property for Commercial zoning and to still be in conformance with the General Plan.

The applicant’s narrative states that the parcel will be part of the land development for an office building and that it will likely be used for parking. Staff reviewed that concept layout at DRC and realized that this zone change needed to occur first.

I oppose this zone change. This is allowing the commercial development of even a parking lot to be in the backyard of single-family dwellings. I oppose the development of the commercial rezoning of this development. The intent and rezoning of commercial zones along Pioneer Crossing is in direct violation of the intent of the throughway, promises to residential neighborhoods developed along this route and in no way enhance the quality of living for the residents. The increased traffic and congestion along Pioneer does not warrant development or guarantee a direct beneficial impact to residents. All recent current commercial and light-industrial rezoning has negatively impacted resident's quality of life. There are 3 story industrial buildings built in the backyard of neighbor's, bright lights that shine in back windows of neighboring residences (Holiday), trash and loud music all hours of the night coming from newly constructed car wash on 1100 South and Pioneer Crossing (where a car wash is already attached to the west side of the neighborhood), very noisy power tools, loading docks, and operational equipment that has negatively impacted single-family dwellings that have no buffer zone or noise barriers. Traffic has impeded the exit point of neighborhoods as entrance into these commercial and light-industrial rezoning has taken place. When residents bought and built their homes next to agricultural zones each strip along this buffer zone is being developed rather than enhanced. Sidewalks and bicycling lanes have no buffer from cars along Pioneer Crossing and are unusable because of safety issues. Please deny this and further development along Pioneer Crossing. You have mistakenly reported the size above in the summary above. It should be 0.11 acres if the attached documents are to be correct.
